He stated that there were two items on the agenda: a presentation from the office of At-large Councilmember Michael Brown and a discussion and vote on the development of the Giant property at Wisconsin and Newark St. NW. At-large Member of the DC City Council, Michael Brown Kilin Boardman-Schroyer spoke on behalf of Councilmember Brown, who was out of town assisting his ailing mother. Kilin, Browns legislative director, is a former nonprofit leader in Washington and a graduate of American University. Highlights of his talk were: Councilmember Brown serves on these committees on the City Council: Housing and Workforce Development, Aging and Community Affairs (new), Public Service and Regulatory Affairs, Human Services and _______________. He is an alternate member on Metro Board. Brown has a staff of about 4.5 full time equivalent. DCs low tax base is a barrier to development and improvement of city services. About 42% of property is not taxed and more than 60% of the workforce comes from out of DC and pays no income tax. DCs projected deficit for 2010 is $456 million. Brown has co-introduced 9 bills in first 40 days, including: Change in Schedule H property tax break Comprehensive education and prevention for HIV-Aids prevention and treatment Food Stamp expansion Youth mentoring, providing a tax incentive for volunteering a minimum of 104 hours. Brown is also interested in: Neighborhood involvement in land development, community activities, libraries. Involving the international community more fully. DC Statehood. Presentation and discussion of the Giant development, particularly the CPCA Resolution 090202 for the Zoning Board. George Idelson explained that since formal testimony to the Board of Zoning must state a pro or con position on the acceptance of the proposed Planned Unit Development (PUD), Executive Committee of the CPCA felt the wisest thing to do to meet a short deadline was to prepare and submit a resolution based on the majority sentiments expressed in meetings to date. It was understood that if this resolution was not accepted by the membership at the Feb. 15 meeting, it would be withdrawn. (Is this all correct?) George read a history of the issues around the Giant development over the past ___ years. (I recommend attaching the history.) Peter Espensheid led the discussion of the resolution. Questions were asked about a wide range of topics, including: The process of testifying at the zoning hearing Which organizations have and have not declared in favor of the proposal How much longer it might take for a revision of the plan should it be turned down. Why the Executive Committee felt it had the right to prepare and submit a resolution on its own. Objections to the PUD mentioned were: Insufficient parking Too much traffic on side streets Development would change the nature of the neighborhood - to commercial, too large. Noise, trash and other disruption to nearby neighbors Proponents stated: Many neighbhors are in favor of the development The community is impatient to have a good grocery store and not empty buildings The question was called and members present voted by raising a blue card.
