Do Cleveland Parkers care about DC's public school system? You bet they do. 85 people crowded into the Cleveland Park Library on Saturday, February 5, to hear School Superintendent Clifford Janey talk about his plans for giving us a world class public school system. He was joined Council Member Kathy Patterson, who heads the Council's education committee. a job she has sought for ten years. Ward 3/4 school board member Victor Reinoso was also there to give us yet another perspective. It was hard to come away from that meeting without a realistic sense that, yes, we have serious problems, but we also have some very dedicated officials determined to turn the system around. Cleveland Parkers care about their schools. The Cleveland Park Library Auditorium was packed for the October 12 meeting by CPCA. We heard all the candidates for school board from District 2 (Wards 3 & 4), and all those running for the Advisory Neighborhood Commission 3C and 3F01. Thanks to all the panelists and the neighbors who showed up to make it a very stimulating meeting. |

Three local groups, the Friends of Tregaron, the Historical Society and the Cleveland Park Citizens Association co-sponsored a citizen meeting and walk-thru on Tregaron development plans earlier in February. A neighborhood advisory group has been formed to work with Washington International School to sort out issues relevant to its expansion plans.
Tregaron Developers Willing to Sell. When the proposed Tregaron development was discussed at a public meeting several weeks ago, the subject of an outright sale of the property was raised. The Tregaron Limited Partnership (TLP) has now announced that it is prepared to sell the entire site (subject to its obligation to convey three acres as open space to Washington International School) for $8M cash, to an open space buyer. TLP is also prepared to sell most of the site for $4M, cash, provided that TLP is allowed to develop two houses on Klingle and one house on Macomb. Click here for topographic map. |

A neighborhood advisory group met with Sidwell Friends School in mid February. Sidwell’s expansion plans include a below grade parking facility on the school’s premises. Traffic on 37th Street and hydrology issues are among the topics under review. Sidwell borders on ANC3C and ANC3F, and both organizations are participating in the advisory group. The first meeting was chaired by the Cleveland Park Citizens Association. |

The Private School Expansion Task Force Report was also the subject of the Jan. 10 meeting of the Cleveland Park Citizens Association. Because private schools in residential neighborhoods operate by grace of zoning special exceptions, expansion plans usually arouse considerable controversy, as was evident recently with the National Cathedral School Sports Facility, the Burke School, and the National Child Research Center. Last May, Councilmember Kathy Patterson set up a task force to review such issues, and to make policy recommendations to improve the way they are resolved. A Cleveland Park Business and Professional Association is now being organized with CPCA and others taking an active role in the startup. The City Council Listened when CPCA and other citizens groups and ANCs urged them not to diminish the role of the public in awarding liquor licenses. In an unusual show of collective strength, an alliance of groups was formed to make the point. Voluntary agreements will continue to be a tool that residents and neighborhood taverns can use to minimize the impact of late hour noise, parking, trash and other related uses. Indeed, the owners of the Kennedy-Warren going up on Connecticut Avenue have agreed to enter into a voluntary agreement with neighbors governing hours, membership, and other aspects or a proposed private lounge planned as an amenity for residents. |

Report of the Task Force on Private School Expansion. The Task Force was set up by Council Member Kathy Patterson last April with an eye to finding some way to mitigate the bitter struggles that can take place between private schools that feel a need to expand and neighborhoods that fear the potential impact, especially on traffic and parking. The report addresses many of the issues that were raised in the NCRC fight and may erupt again with expansion plans on the drawing boards of other nearby schools. The denial by the Board of Zoning Adjustment of the National Child Research Center expansion plan added an extra dimension to the discussion January 10 at the Cleveland Park Citizens Association meeting. After many hearings, well attended by Cleveland Park neighbors, including CPCA, ready to testify, the Board of Zoning Adjustment finally heard the last witness. Last February, CPCA members heard an extensive debate on the issue and voted to oppose the expansion as inappropriate for the location. The Board’s decision is expected on January 6, 2004. 50th Anniversary of Cleveland Park Library Celebration a huge success. Well over a hundred neighbors took part in a day of festivities at the Cleveland Park Library for its golden anniversary. There are many to thank for occasion, including Pat Armbruster and Jeanne Ingram who organized it, comedian Mark Russell who MC’d it hilariously, local authors who talked about their books, and local businesses who donated prizes and goodies. Sales of special umbrellas, tee shirts, magic mugs and cookbooks were brisk. Items for sale at the Library. |
CPCA hosted a meeting on Dec 10 of neighbors and local leaders interested in finding a solution to a dicey traffic situation on 37th Street, where parents drop off students for Sidwell and Hearst schools. Barbara Beelar, chairman of CPCA’s Education and Recreation Committee thinks she has an answer to the problem. |
